Restoring Stability and Delivering Change

Predicted Prime Minister’s Statement

Date: Monday 4 August 2025

“Restoring Stability and Delivering Change: Our First Year in Government”

Good morning.

Today marks over a year since this government took office, and I want to speak directly to the British people about what we have achieved so far, the challenges we face, and the road ahead.

When you elected this government, you were clear: after years of chaos and decline, you wanted a government that would restore stability, deliver security, and rebuild Britain.

What We Have Achieved

In the past year, we have:

  • Launched our Best Start programme, investing £500 million into family hubs to give children the strong foundations they deserve and support parents with midwifery, youth services, debt advice, and early education.

  • Begun the digital transformation of the NHS, with plans for expanded app services, new local diagnostic centres, and an additional 40,000 appointments each week to tackle waiting lists.

  • Set out our mission to make Britain a clean energy superpower, creating thousands of skilled jobs and ending dependence on expensive foreign oil and gas.

  • Commenced reforms to strengthen workers’ rights, banning fire-and-rehire practices, improving paternity and sick pay, and laying the path to fairer contracts for millions.

  • Started the groundwork to build 1.5 million new homes, ensuring young people can afford to stay in their communities, families can plan their futures, and homelessness becomes a thing of the past.

The Welfare U-Turn: A Difficult But Necessary Decision

In recent weeks, we made the decision to halt proposed welfare reforms. I want to speak honestly about why.

Those plans would have saved significant public money. But after listening to disability rights groups, charities, and many of you across the country, it was clear that proceeding would have caused real harm to vulnerable people. That is not the kind of government I lead.

This decision, however, does have consequences. It means our public finances are tighter. Every new pound we spend must now be fully funded. Rachel Reeves and I are clear: there will be no unfunded promises, no reckless borrowing, and no returning to the chaos that damaged confidence in Britain’s economy.

Stability Means Facing Hard Choices

Some priorities will take longer to deliver than we hoped. We will continue to review all spending commitments to ensure we remain responsible stewards of your money. That is what stability requires.

But let me be clear: our mission does not change.

Restoring Britain’s Reputation

In our first year, we have restored Britain’s leadership role in NATO and in international climate negotiations. We have set out clear plans for responsible economic growth. We have brought back confidence in government by ending chaos, focusing on delivery, and governing with discipline.

This Is Just The Beginning

We know the challenges ahead remain great.

Our NHS recovery will take time. Our housing programme requires determination and reform. Our energy transformation demands bold decisions. But these are challenges we are ready to meet.

Because the choice Britain made last year was not simply for a change of party, but for a new era of government:

One that is serious about delivery.
One that understands the value of public service.
One that puts working people and fairness at the heart of every decision.

Looking Ahead

Over the coming months, we will:

  • Publish our full housing strategy to unlock building across the country

  • Announce further NHS workforce recruitment plans

  • Set out a roadmap to end insecure work and raise pay standards

  • Continue restoring Britain’s economic credibility and international standing

We will do this while maintaining discipline over public finances, because that is the foundation of every promise we make.

Closing Words

We were elected with a clear mandate to restore stability, deliver security, and renew Britain.

In our first year, we have set the direction and begun the journey. We will not stop until we have built a Britain that works for you and for every community in this great country.

Thank you.
